Your rights — and your responsibilities.

Paid parking runs under law, and the law cuts both ways. Here is what it asks of you, and what it guarantees you.

You have the right to:

  • See identification. Ask any Parking Inspector to show their ID.
  • A printed ticket for every payment. No ticket, no payment — if you’re asked to pay without receiving a ticket, refuse and report it.
  • A written notice for any penalty, stating what is alleged. Bye-Laws s.20(3).
  • Dispute a ticket, clamp or penalty and receive a reference number. Report a problem.
  • Claim for damage. If your vehicle is damaged through an Inspector’s negligence during removal, the law provides a claim route to the Council — a claim must be lodged within 90 days. Bye-Laws s.21.
  • Have your personal data handled lawfully under the Eswatini Data Protection Act, 2022. Privacy notice.

The law asks you to:

  • Pay for the time you park, and display your ticket.
  • Follow an Inspector’s direction to move a vehicle standing in a parking space. Bye-Laws s.14(a).
  • Give your name and address when an Inspector lawfully requires it in connection with a contravention. Bye-Laws s.15.

Vehicles exempt from parking fees

Bye-Laws Schedule. Registered ambulances, vehicles bearing diplomatic registration, fire and emergency vehicles, and vehicles driven by registered medical doctors on emergency medical attendance.

Complaints and disputes

If your vehicle is damaged through an Inspector’s negligence during removal, a claim must be lodged within 90 days. Bye-Laws s.21.

Report any problem — a ticket you dispute, an Inspector’s conduct, a payment issue — on the report form. You’ll receive a reference number immediately. Using this channel does not remove any right you have under the law, including your right to approach the courts.
